Investment Advice for Construction and Infrastructure Training Provision in 2027

We develop investment advice for the Tertiary Education Commission (TEC) to enhance vocational education and training to meet industry needs.

This advice has been prepared specifically for the Tertiary Education Commission (TEC). It outlines our investment recommendations for 2025, focused on training provision for 2027 in alignment with the Workforce Development Councils’ (WDCs) functions under the Education and Training Act 2020 (sections 366 (j) and 411). Please note that this advice is subject to formal TEC approval.

It provides comprehensive assumptions, analysis, data, and recommendations for qualifications within our remit that meet the investment advice criteria, and includes essential industry narratives from Strategic Reference Groups (SRGs) as well as funding priorities identified by Iwi and Pacific SRGs.

Industry needs an opportunity to review and update this advice in 2026, as sector growth figures are based on the best available data at the time of submission. Significant change is currently underway across construction, infrastructure, and the vocational education and training (VET) sectors, which may impact learner needs by 2027. If there are notable shifts in context or outlook following the plan guidance, this document should be reviewed, and advice from Industry Skills Boards (ISBs) or industry representatives should be provided before final funding decisions are made.
