The Waihanga Ara Rau Workforce Development Council will be closing operations from 19 December, and disestablished from 31 December 2025. The Energy and Infrastructure Industry Skills Board; Construction and Specialist Trades Industry Skills Board; Electrotechnology and Information Technology Industry Skills Board will pick up its functions.

Report calls for stronger industry partnerships to lift scaffolding training standards

The October 2025 Scaffolding Delivery Project Report, along with ongoing qualification reviews, highlights strengths and gaps: more pre-block workplace learning, better evidence use and employer input, specialist equipment access, and modern resources.

This report acknowledges familiar challenges across the sector, including:

  • Increasing workplace learning prior to block courses.
  • Improving the use of workplace evidence and employer engagement.
  • Addressing limited access to specialist equipment.
  • Updating training resources to reflect current industry practice.

Importantly, the report’s findings also highlight the strong foundation we already have—dedicated assessors, committed employers and a sector eager to collaborate. With enhanced industry partnerships, continued assessor development, and greater use of authentic workplace evidence, we can further lift the consistency and relevance of training.
