Proposed qualification structure & skill standards

Your input matters

We are reviewing the scaffolding qualification pathway to better serve and meet the needs of the scaffolding workforce.

The scope of this project is to review the current New Zealand Certificate in Scaffolding (General) (Level 3) [Ref: 3708] and New Zealand Certificate in Scaffolding (Trade) (Level 4) [Ref: 3710] and develop the associated skill standards to replace the existing unit standards.

The Technical Advisory Group compared the skills profiles, the graduate profile outcomes of the Level 3 and Level 4 Scaffolding qualifications with the NZQCF descriptors and unanimously agreed the qualifications must be realigned to reflect graduates’ skills.

Based on the Technical Advisory Group’s feedback, it is proposed to develop two Level 4 qualifications:

Qualification  Scope Aligned to SARNZ  administered CoC
New Zealand Certificate in Scaffolding (Trade) (Level 4) Erecting and dismantling elementary scaffolds, lead a team. Elementary CoC
New Zealand Certificate in Scaffolding (Intermediate) (Level 4) Erecting and dismantling intermediate scaffolds, team leadership, scaffold design. Intermediate CoC

 

To ensure these pathways reflect industry needs and support workforce development, public consultation has commenced. This initial consultation period invites input from industry members and providers on the proposed structure, and high-level qualification details. Please note future consultation periods on the final qualifications will take place in October/November 2025.
